Brian Gorman, Esq.
Executive Director
Brian Gorman serves as Executive Director at Southwestern Pennsylvania Legal Services, the regional legal aid program governing the Fair Housing Law Center. Along with a Board of Directors, he implements policy and generally supervises the Fair Housing Law Center. A 1996 graduate of Washington and Jefferson College and 1999 graduate of the University of Pittsburgh School of Law, he was a Staff Attorney for SPLS in 2001-02 and served as Deputy Director of the Washington County Public Defender’s Office before rejoining SPLS in 2015.

Clay Nestler, Esq.
Deputy Director/Managing Attorney
As Deputy Director and Managing Attorney, Mr. Nestler serves as the litigation supervisor for the Fair Housing Law Center. He supervises the actions of other staff attorneys in investigating claims of housing discrimination, reviews administrative complaints, and serves as lead counsel on cases brought in Federal Court, drafting pleadings and leading discovery efforts. Mr. Nestler attended the University of Pittsburgh, obtaining his B.A. in 1976, and his J.D. in 1979, and has worked at SPLS since 1979.

Kristie Horrell, Esq.
Program Manager for Private Enforcement Initiative & Senior Staff Attorney
Kristie Horrell manages the day to day operations of the Fair Housing Law Center’s Private Enforcement Initiative and represents clients in housing discrimination cases. She began her work with SPLS in 2003. Ms. Horrell has a B.A. in Political Science with a concentration in Spanish and Quechua, and earned her J.D. from the University of Pittsburgh in 2002. Before joining SPLS, Ms. Horrell provided legal representation to low-income individuals with Laurel Legal Services.

Jaime Milligan, Esq.
Program Manager for Education and Outreach & Staff Attorney
Jaime Milligan manages the Education and Outreach program of the Fair Housing Law Center and represents clients facing discrimination under the Private Enforcement Initiative. She joined SPLS in the summer of 2009, after advocating for homeless individuals and families in Baltimore, MD for nearly 10 years. In 1999, she earned a B.A. in Psychology and Anthropology from Bucknell University, and achieved her J.D. from the University of Baltimore School of Law in 2008.

Robert Taylor, Esq.
Staff Attorney
Robert Taylor joined SPLS in 2010, and currently serves as a Staff Attorney representing clients with housing discrimination complaints. During his career, he has worked with clients facing various legal matters such as evictions, foreclosures, and bankruptcies. Mr. Taylor has also produced reports analyzing the Analysis of Impediments to Fair Housing Choice for jurisdictions in Central and Western Pennsylvania. Mr. Taylor earned a B.S. in Business Administration from the University of Pittsburgh in 1999. He later earned a M.S. in Elementary Education from Duquesne University in 2002, and then a J.D., also from Duquesne University in 2009.

Todd Williams, Esq.
Staff Attorney
Todd Williams began his career with SPLS as a Staff Attorney in 2013. He currently assists and represents clients facing discrimination under the Fair Housing Act throughout the legal process. Previously he worked as an intern with the Allegheny County District Attorney’s Office, and assisted with property assessment appeals as an intern at Zunder Werner, LLP. Mr. Williams earned a B.A. in Political Science from Allegheny College in 2006, and later earned his J.D. from the University of Pittsburgh in 2012.

Kate Bosomworth
Paralegal
Kate Bosomworth joined SPLS in 2016, and currently serves as the paralegal for the Education and Outreach program of the Fair Housing Law Center. Although she is just beginning her career in the legal field Ms. Bosomworth is looking forward to taking an active role to protect others from discrimination, negative bias, and unlawful treatment. Ms. Bosomworth earned her B.F.A. in Theater Design and Technology from the University of Evansville in 2013, and her J.D. from the University of Dayton in 2016.
